"Reasons why we cannot help but question Lee Jae Myung’s North Korea policy" (Sand Times, 26.07.2025)

The Lee Jae Myung government’s North Korea policy is unfolding quietly, quickly, and unconventionally.
It is all under the direction of President Lee. On June 10th, immediately after taking office, he ordered “efforts to restore severed inter-Korean relations” at the first National Security Council meeting.
Following the Ministry of National Defense immediately stopping loudspeaker broadcasts toward North Korea and the Ministry of Unification pressuring a ban on spreading leaflets toward North Korea, the National Intelligence Service, under the leadership of Lee Jong-seok, has also completely stopped broadcasting radio and TV to North Korea, which it had been doing for the past 50 years.
It has been reported that they are also considering allowing individual tourism to North Korea.
This is an attempt to open the door to dialogue in response to Kim Jong-un’s ambitious ‘survival strategy through tourism’, including the recently opened Wonsan-Kalma Coastal Tourist Area.
They are also pushing to lift restrictions on North Korean films, comics, and other materials that were previously classified as ‘special materials’ and kept confidential.
I, who advocate ‘changing North Korea through changing North Korean residents’ as a strategy to improve the lives and human rights of the North Korean people, eliminate North Korea’s nuclear program, pursue unification, and argue that we, who are incomparably advanced in all aspects of society, should not think and act on the same level as North Korea, welcome these measures.
There should be no war, and any contact and exchange with the North Korean residents should continue under all circumstances. This is because it is in line with the conviction that the South and the North should meet in some way, whether directly or indirectly, in order to open the eyes and ears of the North Korean residents while recognizing the heterogeneity between the South and the North and increasing their homogeneity.
However, I am anxious. This is because President Lee Jae Myung and the government have failed to inspire trust.
This is because I do not know how these measures will help improve peace, the lives and human rights of the North Korean residents, how they are linked to the abolition of North Korea’s nuclear program and unification, and even free and democratic unification, and whether they are sought after at all.
President Lee Jae Myung, who has become the helmsman of Republic of Korea’s state affairs, has never mentioned unification based on free and democratic order, not even publicly or privately. He has never mentioned it during the two presidential elections or after being elected president.
In this situation, these measures can be said to be, to put it bluntly, to create a peaceful atmosphere and lead to dialogue in order to break through the strained inter-Korean relations.
To put it more directly, it can be said to be preliminary work for a summit with Kim Jong-un that aims for ‘coexistence.’ Lee Jae-myung, who is accused of sending millions of dollars to visit North Korea and meet with Kim Jong-un while he was the governor of Gyeonggi Province, is implementing measures that he can take one by one in a situation where he cannot send money.
To put it bluntly, it can be said that it is the primary repayment to Kim Jong-un, the number one contributor who greatly helped Lee Jae Myung win the presidential election. If Kim Jong-un had directly or indirectly said, “Lee Jae Myung sent money to meet me,” during the presidential election, Lee Jae Myung would not have been elected.
On July 13th, President Lee delivered a keynote speech in front of political scientists from around the world at the International Political Science Association (IPSA), known as the ‘Olympic of Political Science,’ held in Seoul. It was an opportunity for Lee Jae Myung to send a meaningful message and gain sympathy from those who have influence not only in each country but also on a global level.
In his long speech in which Lee Jae Myung proposed a new democratic model called “K-democracy” based on our historical experience, the president of a divided nation did not even mention “unification.”
He spoke of the “ruins of war,” and the conflicts and divisions, inequality and polarization currently facing Korea internally, but intentionally turned a blind eye to the reality that these are directly and indirectly intertwined with division.
While he raised his voice for “K-democracy,” which is being created by the power of the people, he kept his mouth shut about “North Korea,” “Kim Jong-un,” “North Korean residents,” and “human rights,” which stand at the opposite ends of the spectrum.
To Lee Jae Myung, the Republic of Korea is simply ‘South Korea.’
One cannot help but be skeptical about the ‘purpose’ of Lee Jae Myung’s measures to restore inter-Korean relations.
